Mr.Zhang Li was graduated from Zhejiang University in 1993 as a graduate student. From 1994-1995, he worked for Vattenfall AB in Strockholm as a consultant engineer. He worked for Hunan Electric Power Design Institute as a Chief Design Engineer since 1997 and as deputy director/chief engineer of HEPDI since 2001 up to now. Now he is the senior expert of China Electric Power Design Association.
He started the nuclear power plant site selection in Hunan since 1997 and finished site selection report of Xiaomoshang and Taohuajiang nuclear power plant. Also he finished the long term(2010-2030) energy and new energy development planning of Hunan Province.
He was also in charge of the design of more than 10 coal fired power plants with the unit capacity of 600MW or 300MW, In which Yiyan power plant won nation’s silver medal of design.
He also worked for World Bank Paper《A planner’s Guide for selecting clean-coal Technologies for power plants》as a consultant and won Science and Technology Prize of Hunan Government and China State Grid.
张力，1993年研究生毕业于浙江大学能源工程系，1994-1995赴瑞典国家电力公司工作，1997年任湖南省电力勘测设计院设计总工程师， 2001担任副院长兼总工程师职务至今，现为全国电力行业资深专家。
1997开始从事湖南省核电选厂工作，先后完成湖南小墨山核电厂、桃花江核电厂等多个核电厂厂址报告和全省核电规划，负责编制了2010~2030湖南省政府中长期能源规划及新能源规划，并通过了审查。
主持完成了湖南鲤鱼江电厂、益阳电厂、耒阳电厂等一批300MW电厂的工程设计和湖南金竹山电厂、湘潭电厂、长沙电厂、贵州黔东电厂等16台600MW电厂从可研到施工图的全过程设计工作，其中益阳电厂为电力部2000年示范电厂，获国家设计银奖。
致力于锅炉清洁燃烧的应用研究，在本专业领域发表论文二十余篇，并在世界银行《A planner’s Guide for selecting clean-coal Technologies for power plants》(World Bank Technical Paper No.387)中担任咨询专家。获国家电网公
司科技进步奖一项和湖南省科技进步二等奖一项。
